My TC24DA quit running and will not start. Had to tow back to the house. The fuel sediment bowl had crud in it so changed the filter. Found that there was water(and crud) in the diesel tank so drained till clear. Reconnected and and bled the fuel injection pump. Fuel good into the pump. Disconnected fuel lines out of the fuel injection pump and no fuel comes out while cranking engine. Checked the voltage to the fuel shutoff solenoid on tractor and it is below 1 volt and solenoid does not actuate when attempting to start the tractor. All the dash lights come on and look correct. Removed the fuel shutoff solenoid and connected 12 volts it actuates.

When should there be 12v to the solenoid and where do I go from here in my troubleshooting?
