When I first crank the tractor, within about 30 seconds I have coolant coming out of the overflow line. If I remove the cap and run it, there seems to be a lot of bubbling with the water rising and falling. The cap is good, there is no water in the oil, and I have never run it hot. What could be the issue?
The tractor doesn't overheat? In most cases when bubbles appear in the coolant, you've got a head gasket leak or a cracked head, and the engine quickly overheats.

Try removing the fan belt & remove the thermostat & get someone to like put on the handbrake & put it in gear & just put a bit of load on like in 2nd gear maybe & see if any bubbles show up in the thermostat housing .
