International 254 Tractor won't move on slight incline.

The tractor will start and run fine. If you have it on level ground it does ok. (Not normal but will move). If you have the slightest incline the tractor will just sit there. The motor doesn't bog down. We bought a new clutch and replaced and it still does the same thing. We haven't checked anything with the fuel since the motor doesn't seem to be struggling to get gas. Can someone help?

If your clutch is good and working you must have a transmission issue, it sounds like your clutch.
Does your pto work normally and transmit power.

Yes the clutch is good and pto works normal.
OK, have you loaded the pto heavily to be sure?
If the clutch is good and working does the tractor behave the same in every gear and range?
Does that tractor have a diff lock? if so have you tried that?
If it is the same in all gears and ranges I would say to check the differential, you may have broken the spider gears.
Also there is a possibility of a broken axle or final drive.
A diff lock check could help deciding which or an application of one brake pedal at a time and observing for changes.
