Hopefully someone familiar with these units will stop by, but in the mean time try putting some weight on the three point hitch to lower it to see if it will go down. Is there a valve or switch to go between using the three point and the belly mower?

have a B 2320 unhooked backhoe and mounted bellymower mower will not raise or lower 3pt. hitch will raise but won't lower ?

I wonder if he's still out there jumping up and down on that three point hitch?!?!
maybe he found the lowering rate control and undid this some or he noticed a 3 point linkage carrying lock and released this !!.
Should be a valve under your seat that changes the speed at which your lift arms go down. If the valve is fully closed, your arms will not go down. Check that first. If that's not the issue, you may have big issues inside of the rear axle housing and under the seat.
