Our 1962 Ford 2000 recently started not governing the throttle properly during the first 15 minutes after startup. We checked the fuel for water at the fuel filter and found just a few drops of water. It has good diesel fuel flow from the tank. We replaced the Roosa Master filter cartridge to be safe. After 15 minutes of brush cutting and working the throttle manually to keep 1500 rpm the tractor will hold the rpm like it normally does. We can mow for a couple of hours and the symptom does not reoccur. The next day it does the same not governing symptom and then settles in after several minutes.

Any thoughts on what is going on?
