I want to change the fuel filters on my 595 cih because the rpms go up and down and lacks power when rps are low. also it has blue smoke when at full throttle and misses.

Blue smoke would lead me to suspect serious engine wear.

Just follow the instructions in your manual for changing the fuel filters.
