3 point is bouncing when in any position besides all the way down. Changed fluid and filter also rate control valve assembly under seat. Any idea's would be great

Sounds typical for a faulty 3pt rockshaft piston seal. I would start by replace RS piston seal. It appears from viewing 5103 parts catalog that there's a serial break @ 013639 to acquire correct repair parts
