This is strictly a guess, but maybe the fenders were to keep the acidic juice from the fruit from getting in the axle/bearing area? Or maybe to cover the wheels so as the lugs went by, they didn't knock the fruit off the tree? Or maybe to keep the low tree limbs from catching on parts of the tractor and breaking off the tree?
