Yes check your grounds. My sons cub cadet 111 had that problem I ran a ground to the starter,
cut out the middle man so to speak. It cranked twice as fast after that. O, yes it has an 18 hp

We bought another good running engine took the muffler off and it did the same thing. I guess
they just run that way. I've never seen anything like it.
