D17 noise

While pulling a road maintainer my D17 (gas) developed a roar/howl, that sounded like a stick on a picket fence, as I shut it down. It started right back up and 20 seconds later the noise returned. It's a new sound to me, govener maybe?
Tue. May be water pump, will replace and reassess.

Water pump, and then weak areas in radiator.
