Allis Chalmers 160 hyd problem

I would like to know if my 3-point hitch ( drawbar ) has or should it have down pressure other than gravity.I can not put it down to a point and make it stay there.Yes I am new at this...

There should be no downward pressure...weight of the implement and gravity only. I am familiar with some AC tractors, but not your model. You should be able to adjust the rate of 'drop' with a knob somewhere around or under the seat. It should attach to a valve in the rockshaft hydraulic control (3-pt arms) for the rate that you want the arms/attachment to descend.
