Mud fins

Has anyone heard of mud fins on a 9N and how were they used?

This is a pic of the wheel that is on my 9n. I have heard that it goes on the out side of the tire, and I have also heard that it does not belong on this tractor at all. I am having trouble finding an answer.

It s a very different looking wheel. One guy I know thinks that the wheel is suppost to be flipped over and put on the outside of the tire and rim so that when the tire sank into the mud the fin would hit, but I do not know and would really like to find out. This is the difference between a lawn ornimant and selling them to someone that would enjoy them. Thank you for your input.
