ford9000

i have a ford 9000 im working on. i am currently trying to get it to run. i put new fuel filters lift pump and good fuel in it. it has good fuel with no air at both filters and it also have good fuel at the injection pump bleeder. but i cant get and fuel to the top of the pump where the injector lines screw on. i took the side cover off the pump and that rack is moving. the fuel shut off is all the forward torward the front of the tractor and it doesnt have an overfuel button on the side of the pump. any help with greatly be appreciated.
