MF 32 motor issues

My MF 32 ( 3cyl Perkins motor) is not reving like it used to. At full throttle it will peak at around 1800 RPM then sound like a gas motor would run with the choke pulled out! I have checked and cleaned the air filter. Fuel filter was changed a while back.

i would check that the muffler is not blocked ,remove it and run without it ,
question does it miss ,cough when revved flat out or does it just stay at 1800 rpm.
check the maximum speed stop on the injector pump it has a sealed cap over it DO NOT REMOVE THE CAP but check the locknut has not come undone and the screw has vibrated/ run itself in and reducing max fuel setting.
