"72" Ford 5000 Power Steering

I just put my steering Col. back together after putting new seals in the Sump housing assembly. Now I don't have any steering at all. I feels like there is no engagement at the bottom of the worm gear. I only had it tore down to the housing below the sump. but I did turn the worm gear up out of the lower housing to where I had to put the bearings back in. should the worm gear even come up of the rocker shaft?
