The Operator Presence Relay (OPR) DOES affect PTO operation.
The relay does 2 things-
1. I t works on the engine kill circuit
2. It completes the ground for the PTO.
The relay is receives power to pin 85 when the seat switch is closed (occupied) KEY ON.
Pin 86 is the ground for "that" part of the circuit.
The rest of the circuit goes like this-
Pin 30 is ground, (possibly "tied" to in 86)
With the key ON-
When in the seat, pin 30 is connected to pin 87 which is the ground of the PTO.
When out of the seat, pin 30 is connected to pin 87A, which is part of the engine kill circuit. (not of interest at this time)
Pin 30 is connected to EITHER 87 or 87A, but NOT BOTH.
I'd check any RED, GREEN, BLUE, ORANGE & Brown (if light switch is ON) wire for a dead short.
When that is proven good, I'd replace the relay.
(assuming the fuse ISN'T blown)
You might want to jumper 12V to the PTO directly to make sure you get a click, before investing $$$.
